Some of the federal departments with the highest rates of staff attrition are also home to large numbers of service delivery roles, throwing doubt over the Coalition's plan to shrink the public service by 41,000 jobs without retrenchment and cuts to frontline services.Meanwhile, more than 60 per cent of the public servants who left their roles last year came from departments charged with delivering critical services such as pensions or maintaining the country's security.The federal opposition has vowed to reduce the public service back to what it was when it was last in government within five years by relying exclusively on hiring freezes and workers naturally leaving the sector, saying it will result in $7 billion of savings a year once implemented.But government administration experts say reaching that target by attrition alone will be difficult while maintaining a functioning public service, if not unimaginable if the Coalition plans to only target Canberra-based roles.There were 19...
